The National Flight Training Alliance just submitted the most comprehensive proposal for Part 141 reform in decades. The Part 141 Modernization Report, filed under FAA docket FAA-2024-2531, runs 471 pages and contains 8 principal recommendations and 12 additional recommendations that would fundamentally reshape how Part 141 flight schools are certified, managed, and overseen.
This is not a wish list. The report is the product of a year of public meetings, industry working groups, and direct engagement with the FAA. It proposes safety management systems for training organizations, a new quality management framework, centralized software approval, competency-based curricula, examining authority reform, and a complete overhaul of the Training Course Outline structure. The public comment period closes April 10, 2026.
Other organizations have published neutral summaries of the report's recommendations. This is not one of those. We are writing from the perspective of a company that has spent two years building the training data infrastructure that this report assumes will exist. We have supported a Part 141 school through its FAA certification inspection, built compliance export tools for audit readiness, and worked directly with school operators and chief instructors to understand where regulatory requirements collide with modern training operations. What follows is our read on what the report gets right, where the implementation gaps are, and what it will actually take to make these recommendations work.
The implementation gap
The report's recommendations are sound. The problem is that nearly every one of them depends on structured, continuous data collection from flight schools, and the vast majority of Part 141 schools do not have the digital infrastructure to produce that data.
SMS and QMS require data that doesn't exist yet
The proposed Safety Management System and Quality Management System frameworks envision schools contributing maneuver-level performance data, student proficiency trends, re-training event records, standardization exam outcomes, and voluntary safety reports into centralized repositories. The goal is predictive analytics and systemic trend identification across the Part 141 system.
This vision is sound, but it must be understood in context. No existing Part 141 school has a fully implemented SMS. This is an entirely new compliance domain with no domestic industry model to follow. The report is not asking schools to adopt a system their peers have already proven. It is asking them to build one from scratch, in a regulatory environment that has never required it, using data infrastructure that most schools do not possess.
In our direct experience working with Part 141 training operations, the majority of training records are maintained in paper logbooks, unstructured spreadsheets, or legacy scheduling systems that were never designed to capture the granularity of data that SMS and QMS frameworks require. Lesson-level performance data, when it is recorded at all, is typically captured in free-text instructor notes that cannot be aggregated, analyzed, or reported in the structured format the report envisions.
This is the single largest implementation risk to these recommendations.
Point-of-instruction capture vs. post-hoc paperwork
For SMS and QMS data to be reliable, records must be generated naturally at the point of instruction, not reconstructed after the fact. Post-hoc paperwork and manual reconciliation are the failure modes that have plagued previous compliance efforts. When an instructor debriefs a student on the ramp and the training data is captured as a natural byproduct of that conversation, the data is accurate. When an instructor fills out a form at the end of the day from memory, the data is a compliance artifact. The report envisions the former. Without explicit guidance, the industry will default to the latter.
The minimum viable evidence standard
To make competency-based training implementable, there needs to be a clear line between required data elements and optional enhancements. At minimum, a digital training record should include five things: student identifier and course or stage, the competency or ACS element addressed, instructor attribution, a timestamped proficiency assessment, and an immutable audit trail of changes. Optional elements like narrative debrief notes, supporting media, and aggregated trend data should be encouraged but not required for baseline compliance. This gives schools of all sizes a concrete, achievable starting point.
The two-tier QMS equity risk
The proposed two-tier QMS structure ties operational privileges, including examining authority and reduced-time courses, to Tier 2 performance. Schools that can afford to invest in digital infrastructure will reach Tier 2. Schools that cannot will remain at Tier 1 with fewer privileges, regardless of their actual training quality. Without accessible tooling and a realistic adoption pathway, the two-tier system risks creating a structural divide between well-resourced and under-resourced programs that compounds over time.
Electronic records are still treated as supplements
Many schools that adopt digital recordkeeping still maintain parallel paper workflows because existing guidance does not clearly establish that electronic records can serve as the authoritative source. This duplication increases administrative burden and undermines the efficiency gains that digital systems are designed to provide. The modernization effort should specify that electronic records, when they meet defined integrity, exportability, and retention standards, are fully sufficient as primary records without paper backup.
Centralized software approval is necessary but risky
The report recommends approving electronic recordkeeping systems at the national level rather than leaving it to individual FSDOs. This is one of the most practically important recommendations in the report. Under the current system, a technology provider must effectively seek acceptance from each FSDO where a client school operates. Inspector familiarity with digital platforms varies widely, and the same system may be accepted at one FSDO and questioned at another. National-level approval would eliminate this inconsistency. But if the centralized office is not adequately resourced, a software approval backlog at the national level would be worse than the current FSDO inconsistency, because there would be no alternative pathway.
Quality assurance must be framed as risk identification, not surveillance
The report's QMS framework is built on continuous evaluation and data-driven oversight. For this to succeed, schools must be willing to share data openly. That willingness depends entirely on how the data is used. QA systems are most effective when used as risk-identification and improvement tools, not enforcement mechanisms. When QA data is perceived as punitive, schools have every incentive to minimize what they report, undermine data quality, and treat the system as a compliance exercise.
This is particularly important because the report proposes tying examining authority to QMS Tier 2 performance. If the data schools submit through their QMS is the same data used to evaluate whether they retain examining authority, the incentive to game or suppress unfavorable data is significant. The FAA should design the system so that schools are rewarded for identifying and addressing problems, not penalized for having data that shows problems existed.

The throughline is consistent: the report's recommendations are the right ones, but the implementation pathway needs to account for where the industry actually is today.
What you should do
The public comment period closes April 10, 2026. If you are a Part 141 school operator, chief instructor, or training technology stakeholder, three things matter right now.
First, read the report. It is long, but the recommendations will directly affect how your school operates. The executive summary and the eight principal recommendations are the essential sections.
Second, submit a public comment. The FAA is actively soliciting industry input, and the quality of the comments will shape how these recommendations are implemented. Your operational experience matters.
